The Town of Cicero Municipal Complex is a 7.5-acre civic campus that transformed an underutilized park occupied by an abandoned building into a consolidated center for municipal services, public safety, recreation, and community health. zpd+a served as architect-of-record for the four-building complex, providing site, shell and core architectural design, interior design, FF&E, and signage across the full campus, in association with Dekker/Perich/Sabatini.
The three-story, 72,000-square-foot Town Hall consolidates town services under one roof, improving efficiency for both the municipality and the residents of Cicero. The public facade is predominantly brick masonry, referencing the architectural character of the surrounding neighborhood, while a large glass lobby serves as a shared civic entrance — providing access to multiple city services and a visible connection between government and the community it serves. The floor plate was designed for flexibility, accommodating future programmatic change as the town's needs evolve.
The two-story, 55,000-square-foot Police Department is a state-of-the-art secure facility providing Cicero officers with a modern, efficient workplace. Card-controlled access manages all entries and exits, while expanded training amenities — including a fully functional gun range — broaden the possibilities for officer development. The Town Hall and Police Department together form the principal civic front of the campus, anchoring the commercial corridor along which the complex sits.
A central park ties the campus together, providing community open space at the heart of the development. The Community Center — equipped with a health clinic, classroom spaces, and a multipurpose gymnasium — completes the civic program, delivering recreational and health resources directly to Cicero residents.
