zpd+a developed the master plan for a new 7.5-acre municipal campus in Cicero, Illinois — establishing the framework for a town hall, police station, community center, and parking facility that would become the Town of Cicero Municipal Complex.

The planning process was built on informed community engagement, with client feedback directly shaping the program and site organization. An integrated team of civil, environmental, and traffic engineers alongside general contractors and construction managers refined the plan against cost, schedule, and phasing requirements from the outset.

The master plan orients the Town Hall and Police Department to the north, where brick and stone facades complement the surrounding neighborhood character. The Community Center is positioned on the south side of the site, providing direct access for students from Cicero West Elementary School across the street. A tree-lined allée connects the surrounding streets and anchors the central open space — a park designed for play, gathering, and a children's water feature at the heart of the campus.

Upon approval, zpd+a transitioned directly from master planning into full architectural design for all four buildings — a seamless continuum of service from vision to realization.
