The HCSC/BCBS Regional Service Center occupies a 165,000-square-foot former U.S. Post Office in Abilene, Texas — a civic-scale building transformed into a modern, high-performance workplace for Blue Cross Blue Shield of Texas. The project began with a functional planning analysis to assess efficiencies across the existing floor plate before developing a comprehensive interior refresh that addressed light, circulation, connectivity, and employee experience.

The adaptive reuse challenge was structural as well as spatial. Two previously self-contained building wings were reconnected through a reorganized open-office plan and a new interior circulation path, unifying the campus into a single, cohesive workplace. Strategically placed new exterior window openings introduced natural light into areas previously cut off from the outside, fundamentally changing the quality of the interior environment.

The redesign introduced an architecturally defined, light-filled main lobby as the new civic front door of the building — a deliberate counterpoint to the utilitarian character of the original postal facility. At the heart of the floor plate, a centrally located full-service commercial kitchen, grab-and-go café, and comfortable seating area — named Café 322 — anchors employee life, creating a daily destination that supports connection, informal collaboration, and well-being.

The result is a workplace that honors the scale and solidity of its civic origins while delivering the flexibility, light, and amenity of a contemporary office environment — a demonstrable example of adaptive reuse serving both organizational performance and employee experience.
